  • This research is motivated by the handling of children in law based on Diversi and Restorative Justice by Social Welfare Implementation Institution through INSAFH Institute. The focus of this research is to know the handling of DHF and Restorative Justice based on INSAFH and to know the supporting and inhibiting factors in the handling of Diversi and Restorative Justice ABH by INSAFH. This thesis is more about the stages of ABH handling conducted by INSAFH institutions related to diversion and restorative justice punishment, Diversi and Restorative Justice process conducted by INSAFH, Human Resources (HR) in handling ABH, and on supporting network system implementation of handling process ABH by INSAFH Institute. This research uses qualitative research with Participatory Action Research (PAR) approach. Data collection in this study using observation techniques, interviews, and documentation. The uniqueness of this thesis is to know the handling of DHF-based and Restorative Justice by INSAFH by handling process from Police, Attorney, Court level until handling ABH in Rehabilitation Institution. The handling of ABH is based on the concept of child protection. Based on the Law of the Republic of Indonesia No. 35 of 2014 for amendment of Law no. 23 of 2002 Article 59 on child protection that the Government, the Regional Government, and other state institutions are obliged and responsible for providing special protection to children. Based on the results of the research, found some ABH handling lines conducted by INSAFH Institute, among others is the institution activates the call center as the first step of reporting the case to the INSAFH, after which the institution outreach or Community, Family, Institute, Police, Attorney, and Court level. As well as mentoring ABH within the institution.
