- Kampung Jodipan is an area located under the Malang city railway bridge and is located in the Brantas river flow region. Kampung Jodipan was once one of the slums in Malang. But now in RW 02 Jodipan urban village has become a thematic tourist village in Malang is familiarly called the village of colorful Jodipan that attract thousands of visitors. This change is caused by the implementation of CSR program PT. Indana which is in motori by group of students majoring in Communication Science University of Muhammadiyah Malang in 2013. Furthermore, Jodipan's colorful village uses the Local Community Development Empowerment Model where the role of local people is very important. This study aims to determine the community empowerment model based on the development of KWJ thematic tourism village and the impact on the social welfare of family and community KWJ. This research is descriptive qualitative with purposive technique. Techniques of data collection using observation, interviews, and documentation. Data analysis used is data collection, data reduction, data presentation, and conclusion. Data validity technique uses internal validity test (credibility) especially source triangulation. The results of this study explain that the Empowerment Model used in Kampung Warna-warni Jodipan is a model of Local Community Development supported by the structure of the board with the program of paint renewal, painting renewal and cooperation of outsiders. Local community participation is very well proved by the existence of community cooperation in maintaining the cleanliness of the village environment by not throwing garbage into the river.
