- Selok Awar-Awar Village, Pasirian District, Lumajang Regency has an abundant natural iron sand recourses, but the management of iron sand mining is not optimal and giving disadvantages to the farmers which leads social conflict in community. This social conflict is creating the formation of two different community groups, such as anti-iron sand mining community and pro-iron sand mining community. Massacre and persecution is occurred toward anti-iron sand mining activist in the conflict peak. The background of this social conflict is economic factor of local society where paddy fields of local farmer are exploited by iron sand miners with the command from Selok Awar-Awar village head, named Hariono. So, the farmers lose their livelihood which leads the decreasing of local farmers’ social welfare. This research is using descriptive with qualitative approach. Informants of this research have been considered which includes Selok Awar-Awar Villagers, Tosan’s family, Salim Kancil’s family, FORMAT (Forum of Anti-Mining Community), apparatus of Selok Awar-Awar village and Regional Government Agency (SKPD) staff of Lumajang District. The collecting data technique is done by conducting observation, interview and documentation. The data validity is done by using participation extension method. The obtained data is analyzed descriptively by means of data reduction, data presentation and making conclusion. The finding of this research shows that Selok Awar-Awar village government and Regional Government Agency staff of Lumajang Regency create a policy as the way to ease the social conflict in community. The policy is mining activity on the coast of Selok Awar-Awar village should be conducted manually, and the usage of modern mining tool is not allowed because it impacts on the destructions of surrounding ecosystem and paddy field. In order to create the community stability, village administrators do a mapping in iron sand mining and paddy field area as well as mining activities managed by local communities, so the exploitation in paddy field on the coast will not occurred anymore. With this policy, miners and farmers are able to coexistence and creating new job opportunity which impact on community social welfare enhancement. The retribution is managed by village administrators where there is an enhancement on the locally-generated revenue every year which is allocated in infrastructure and social welfare development of the community, village administrators corporate with Forum of Anti-Mining Community to do assistance to farmers as an effort to improve agricultural productivity in community.
