- Creating an inclusive city is a challenger for the local government to give protection and empowernment to disabled people. An inclusive city creates disabled people capable to do their activity independently with maximal supportive facilities. The purpose of this research are for knowing the implementation of Perda Nomor 2 Tahun 2014 about Protection and Empowerment Disabled People as Commitment of Government of Malang City to create an inclusive city and the factors which affect it’s implementation process. The research method which used is qualitative research with descriptive approaching type. The research’s subject takes purposive. Data collection technique which taken are observation, interview, and documentation. Analysis technique for research data are data reduction, data presentation, and conclusion. Research’s result shows implementation of Perda Nomor 2 Tahun 2014 work gradually under execution of programs which lead for mainstreaming disabled people, although the obstacles still occur. Accessibility of public service and infrastructure have not been done maximally, however Malang City Government is still making serious effort and improving the implementation of that Perda. Social Services has numbers of programs for empowering disabled people with intersectoral coordination bt Barenlitbang. As for supportive factors are (1) Social Organizations and competent executive officer, (2) Central Government support. Whereas obstacle factors are (1) Funding, (2) Infrastructures have not been built, (3) Social responsibility/CSR for disabilities, (4) Collecting data, (5) No inclusive services at health places, (6) Lack of confidence for difable, (7) Lack of inclusive perception in society, (8) No sactions for Perda trespassers and public facilities abuse.
