- This research was conducted on the basis to know the Municipal Children's Eligible Program that will contribute to the welfare of children. The Municipal Children's Care Program aims to raise awareness and concrete efforts of government apparatus both in the Regency / City and Village / Villages, families, communities and businesses in realizing the development of areas that ensure the fulfillment of children's rights . The Children's City refers to the 5 clusters of civil rights and freedoms, family environmental rights and alternative care , basic health and welfare rights, educational rights, money use and cultural activities and special protection rights. Program City Decent Children run by the government of Malang is not all running smoothly but there are programs that are still running and not know the success rate. This study aims to find out the Implementation of Children's Worthy Town in Fulfilling the Right of Family Environment and Alternative Care. This research is descriptive qualitative with purposive technique. Techniques of data collection using observation, interviews, and documentation. Data analysis used is data reduction, data display and drawing conclusions. Data validity technique using triangulation, using reference material and membercheck. The results of this study explain that the implementation of Municipal Children's Worthy in Fulfilling Family Environment Rights and Alternative Care in Bumiayu Urban Village based on Children's Decent City Action Plan of 2015 has been dialed but not yet actively running. An action plan that has not been done is the absence of consultation agencies for parents and families.
