  • Higher education becomes, hitherto, fundamental needs for everyone which is pivotal to gain. In society, discriminations are still found in term of educational access for people with disabilities i.e. lack of facilities and infrastructures to support people with disabilities. Higher education access is essential to the support of college academic activities without depending on other parties. This research aims to dig out the role of PSLD and the problems faced by PSLD in fulfilling the disabled persons’ rights in Brawijaya University. Malang’s Brawijaya University, the one of the best universities in Indonesia, is predominantly chosen by the freshmen, included people with disabilities. The data are assembled from observation and interview, equipped with documentation. The result of this research reveals that 1) PSLD appropriately delivers its role e.g. as facilitator (services), assistance, advocacy policy, mediator, jobs provider for disabled persons, counselor. 2) Brawijaya university’s accomplishment: Brawijaya University opened its expansive purpose-built Pusat Studi dan Layanan Disabilitas (PSLD, or the Center for Disability Studies and Services), it provides volunteers, signal languages training and tutorial, teaching and learning facilities. 3) the emergence of the problems caused by the unfixed schedule which is not suitable with the students’ schedule. Furthermore, the volunteers’ expertise does not suit the students’ field. Last but not least, lack of Brawijaya university’s students and academic community (civitas academica) participation in addressing disability issues become one of the problems unveiled by this research.
