  • Existence of Social Welfare Labor Sub-District (TKSK) can be assessed by using three benchmarks, among others; Responsibility (Responsibility), Responsiveness (responsivencess), and Accountability (accountability), which is related to the implementation of duties and functions in the implementation of social welfare. The type of this research is Qualitative Descriptive Research with the purpose to explain how the existence of Social Welfare Labor Sub-District to the Main Task and Social Empowerment Function in District Tanggulangin, and what can influence the existence of Social Welfare Labor Sub-District (TKSK) Tanggulangin. The data obtained in this research used observation technique of Social Welfare Sub-Manpower (TKSK) of Tanggulangin, interview with Social Department, Sub-district and Sub-district, filling questionnaire done by informant, and documentation of activity and report of Social Welfare Labor Sub-District (TKSK) Tanggulangin. The result of the research shows that the existence form of Social Welfare Labor Sub-District (TKSK) of Tanggulangin is to carry out its duties and functions in accordance with Permensos No 24 Year 2013. In this case Social Responsibility Social Welfare Workforce (TKSK) Tanggulangin coordination, cooperation, synergy and network in the implementation of social welfare. This is supported also with the questionnaire data which says that the Social Welfare Labor Sub-District (TKSK) Tanggulangin considered good in carrying out its duties and functions. The constraints that can be a factor affecting the eksisitensi itself is the lack of means of transportation facilities for Social Welfare Labor Sub-District (TKSK) Tanggulangin in helping the smooth performance and have no authority in deciding a problem.
