- Welfare is the main goals of development of the country and listed in National Principal UUD 1945 and Pancasila. This research aims to analyse direct and indirect effect of some variables such as : level of education, Gross Regional Domestic Product (GRDP) per capita and expenditure per capita to people welfare with the indicator is Human Development Index (HDI) of East Java Province in 2016. This research use path analysis using data cross section. The result shows that all variable related with people welfare having positive enffect and significant. Level of education variable have an effect on positive directly and significant to GRDP per capita and people welfare and have an effect positive indirectly to expeniture per capita. GRDP per capita’s variable have an effect on positive directly and significant to expenditure per capita and have an effect positive indirectly and significant to people welfare. And expenditure per capita variable have an effect on positive and significant to people welfare.
