- Poverty is one of the diseases in the economy, so that must be cured or at least reduced. The purpose of this research is to describe the level of Poverty, Economic Growth and Human Development Index districts/cities in East Java, determine the effect of Economic Growth and Human Development Index against Poverty Level districts / cities in East Java, as well as knowing the difference Poverty Level district / city in East Java. The analytical tool used is the method of combination of panel data regression analysis of time series data in 2015-2016 and cross-section data 38 districts/cities in East Java by using model Fixed Effect. The results showed that the level of poverty and economic growth from the 2015-2016 year has fluctuated, while the Human Development Index has increased from the year 2105 to 2016. Economic Growth and Human Development Index and significant negative effect on the Poverty Level districts/city in East Java. There are differences in Poverty Level districts/cities in East Java during the years 2015-2016. The highest intercept is in Sampang Districts, while the lowest intercept is located in Batu City.
