- Throughout 2017, there are many polemics among Da’i, Islamic community organization, society and government. The important point when Perpu no 2 2017 is passed. Because of it, One of the Islamic community organization namely, Hizbut Tahrir Indonesia (HTI) was dissolved. It was considered to propagate radicalism ideology which is different with democracy system and Pancasila understanding. Nevertheless, the HTI dissolution caused some pros and cons in the various parties especially in government. Therefore, from the background, the researcher extracted to identify how dakwah siyasah construction of HTI in the one of its media dakwah namely media umat tabloid. The theories employed in this study about how a media construct a reality by delivered message. The hierarchical level theory presented by Pamella J Shoemaker and Stephen D. Reese were applied as the main theories in this study. They differ the influences into some levels such as individual level, media routines level, organizational level, extra media level and ideology level. The critical discourse analysis with a discourse analysis framework model by Roger fowler, Robert Hodge, Gunter Kress, dan Tony Trew was applied as the research method. They emphasized the language structure and function by analyzed how the grammar and the vocabulary used to build the specific ideology is to build the framework of this study. The qualitative interpretative research approach was utilized in this study. Furthermore, the object of this study is “Media Utama” news in “Media Umat” tabloid 188 to 200 edition. The data collection applied by documentation techniques based on critical discourse analysis method. This study found that dakwah siyasah construction of Hizbut Tahrir Indonesia are some opinions and ideas which are related to deny of secularism and democracy. Media Umat displays that Khilafah is a political idea coming from Islamic theory as the solution of all the problems that exist in politic system and government. In addition, this present study noticed that although Media Umat is a media with Islamic background journalistic, it does not have fully implement code of ethics and norms of Islamic journalism in their language of dakwah.
