  • Cigarrets are one of the main causes of death in the world. So, WHO as the World Health Organization makes an agreement that is WHO Framework Convention on Tobacco Control (WHO FCTC). This agreement applies to every countries that have ratified this agreement, but there are also some countries that haven’t ratified WHO FCTC, one of them is Indonesia. This study looks at how Indonesian Rationality Refuses to Ratify the WHO Framework Convention on Tobacco Control using Rational Actor theory, and then the extent to which Indonesia views cigarettes as an international issue where cigarettes can be very harmful to Indonesian citizens. Indonesia refused to ratify WHO FCTC because Indonesia has a National Interest, that is to realized a pro-growth economy. At that time, Indonesian Government was led by President Susilo Bambang Yudhoyono (SBY). The Secretary of the Cabinet, Dipo Alam declare that Presiden SBY would not sign FCTC because of the concerning of farmers. Tobacco provided a huge advantages for the Indonesia Economy. Besides that, Indonesia also has a Governement Regulation which regulate tobacco.
