- This study aims to describe the efforts of developing literacy culture at SMA Negeri 1 Batu based on the parent design of the government on School Literacy Movement in improving students' understanding of Islamic religion lessons learning material, as well as the benefits gained by students with the school culture of litersai. This research method uses a qualitative approach to the type of case study research, this type of case study was chosen because researchers wanted to know in detail about the phenomena that are in the object of research. The data collection techniques using observation, in-depth interviews and documentation. Whereas for the data analysis, the researcher used the theory of data analysis techniques according to Robert K. Yin model through three steps: pattern matching, explanation making, and time series analysis. As well as triangulation to ensure data validity. The results of this study indicate that the implementation of literacy culture development programs at SMA Negeri 1 Batu is largely in accordance with the government's main design on School Literacy Movement, where schools have implemented several policies that are adjusted to the criteria by the government, both from the physical environment and infrastructure. In addition to the criteria determined by the government, the library as a place to support literacy culture also has several programs in developing and increasing interest in literacy. In addition, in the implementation of the development of literacy culture in SMA Negeri 1 Batu, all elements in the school's scope must have broad, responsive and creative insight, especially an educator so as to be able to provide motivation and good examples for students. The benefits obtained by students in literacy cultural activities are mainly to improve their understanding of the Islamic religion lessons material that can add insight and information not obtained from the learning process, increase students 'reading interest, increase students' understanding of a learning material, improve interpersonal skills, train the ability to think and analyze, have time to read, and students are easier to understand Islamic religion lessons.
