  • Incumbent phenomena in regional election is no longer new among society since their image and popularity made them talked among society. Incumbent couple, Fadeli and Kartika Hidayati, who’s popular by FAKTA slogan is still primary choice in Kabupaten Lamongan for this 2015 Regional Leader Election. Problem happened is support factor from political party figure and society figure, which become primary problem for this incumbent to go through regional leader election. From this problem, researcher will see how far strategy delivering from the incumbents. Method used in this research is descriptive with qualitative approach. Data source in this research is primary data source, where data collected found directly from the source, whether spoken or written. Data collected also comes from secondary data, which is directly from archives and documentation, also books and regulations related with thesis title. Technique done is by interview, observation, and documentation to get concrete information. Research subjects are KPUD, success team, and human society. Research location is in Kabupaten Lamongan. Data is analyzed based on Milles and Huberman concept, they are data collection, data serve, data reduction, and conclusion taking. From the research, it can be concluded that strategy used by incumbent Fadeli and Kartika Hidayati in regional election that strategy used is directed to pro-society, where the strategy tend to imporve village fund and other policies from physical and non-physical development - started from infrastructure development to make the road wider and also created bridge between sub-districts, also road development in Baamang tengah region, it can make people easier, in physical field, this incumbent also give facility in form of car healthy in every sub-district and hospital in each sub-district. Besides, bureaucracy management strategy is also done, by giving more support or popularly called as remuneration, then strategy by using incumbent’s popularity to reach support in society by doing interview with reporter and also question and answer session in local television by showcasing development result, there’s also political communication strategy done by this incumbent, which is by socialization in each RT/RW (neighborhood) in each sub-district, also political communication in success team to avoid unwanted thing, then there’s also winning factor of incumbent through people support, where support from people figure.
