  • This study aims to determine the form of implementation of compulsory education policies in improving the character of Madrasah Diniyah elementary school students in Bangil Pasuruan, supporting factors, inhibitors, and solutions. This research was conducted in January - April 2018 using qualitative method with descriptive approach. Data collection using interview techniques, observation, and documents. Data analysis using data reduction, display data, and conclusion drawing/ verification. Test data validity with triangulation. The results showed that the implementation of compulsory education of Madrasah Diniyah in elementary school in Bangil was done by directing the students to follow the Madrasah Diniyah located around the student residence, if the school does not have Madrasah Diniyah. Learning and teaching activities in Madrasah Diniyah done at around 14:00 to 16:00 pm. Supporting factors of this policy are supporting from the government of Pasuruan in the form of funds and socialization continuously in 24 sub-districts Pasuruan Regency. Inhibiting factors of this policy is the socialization of compulsory education policy Madrasah Diniyah not socialized to the maximum so that in the first year many elementary schools in Pasuruan not apply this mandatory madin. Some elementary schools do not have documents of PERBUP No. 21 of 2016 on Wajib Madin and technical guidelines of that policy. And many Madrasah Diniyah do not have permission of establishment from the Office of the Ministry of Religious Affairs Pasuruan.
