  • Tourism become one of priority sector for Bhutan government as a Least Developed Countries in order to reduce poverty. The commitment of Bhutan’s government to preserve the environment are enlisted in Law article 5 concerning about environment and formulated tourism policy based on "high value low impact" principle. Besides, sustainable tourism policy in Bhutan has strongly influenced by Bhutan membership in UNWTO since 2003. In this research, the researcher uses the Concept of Sustainable Tourism of UNWTO to describe Bhutan tourism policy in 2003-2009. Besides, this concept also includes five pillars as measurement for sustainable tourism, i.e. tourism management, economic performance, accessible job, poverty reduction, and sustainable environment. This research concludes that Bhutan tourism policy is in accordance with UNWTO principle of sustainable tourism and develop rapidly as Bhutan joined UNWTO. “High values low impact” principles are able to perform prime quality and eco-friendly tourism services. Besides, the success of sustainable tourism in Bhutan also supported by Buddhism values whom emphasizes on devotion on preserving environment.
