- Jalin Matra PK2 Program is an initiative program of the Government of East Java Province in 2014 as a program to solve the problem of poverty vulnerability in the Village. but its implemented in 2016 with the target of 161 One of the villages targeted by the Jalin Matra Program is Ngroto Village. The program is managed by BUMDesa (village owned enterprise) in collaboration with the household of policy target (RTS) which aims of providing financial and social capital to vulnerable poor communities. Because manyresidents of Ngroto Village are Borrowing money from Bank Keliling (Debt Collecting Agencies) for productive business capital, of course these conditions make people more difficult prosperous. The method in this research is descriptive with qualitative analysis. The data collection techniques are interview, documentation, and observation. This study uses Collaborative Governance theory to explain the collaboration between poverty reduction actors. As explained by Chris ansell and Alison, this study looks at how the process of dialogue (face to face), commitment and organization between government agencies and the organized community as an effort to realize the objectives of policy implementation. The results of this research show that, Village Owned Enterprise (BUMDesa) and Village Governments collaborate with community groups (Pokmas) in the implementation plan of the Program such as the community's mustawarah, community grouping, business plan preparation, and budget realization. Not only that, they also collaborate on program sustainability processes such as coordination and monitoring of program sustainability. but, there are problems in the collaboration caused by low commitment and lack of coordination between BUMDesa and Pokmas. The conclusion of this research that Implementation of Jalin Matra Program in Ngroto Village has problem that is, money not returned by society amount 25 million and and BUMDesa uses the Jalin Matra Program budget for other loans. So based on the description, it is necessary to strengthen the commitment and coordination between Pokmas and BUMDesa so that the Program can be sustainable.
