  • In an effort to cope with the large number of beggars, homeless, and street children. The Governmentof Malang has made Regionalregulation No. 9 on 2013 about handling beggars, homeless, and street children. The purpose of this regional regulation is to reduce the number of beggars, homeless, and street children in Malang and so, there is no abuse of street children community. Beggars can be defined as earning people by asking publicly in various ways both in the form of singing and other reasons to expect compassion from others. Homeless are people who live in a state which is not in accordance with the norms of decent living in the local community and do not have a place to stay and work that remains in certain areas and lives wandering in public places. Street children are children who spend most of their time doing their living activities on the streets, whether for a living or roaming the streets or other public places. This research uses descriptive research and qualitative method in order to describe the implementation of Regional Regulation of Malang No. 9 on 2013 about the handling of beggars, homeless and street children. The study was taken in the Social Service of Malang City, Public Order Enforces Unit Malang, field facilitator, and assisted citizens who are get handling. Data collection techniques were collected by using observation, interview and documentation. The theory used in this research is Public Policy. The results show that the implementation of Regional Regulations No. 9 on 2013 in handling beggars, homeless, and street children run in accordance with existing planning strategies on the content of regional regulations. In the raid conducted by Public Order Enforces in cooperation with the Social Service is good enough. But, there are also some obstacles namely the lack of financial resources in the provision of services of facilities and infrastructure such as the construction of temporary shelters as a shelter for the assisted citizens. It will hamper the implementation of the curbing. Furthermore, in the handling done by the Department of Social Affairs and cooperate with various implementers of the Department of Health, Education Office, SMK, University, NGO, BLK, and UPT Social rehabilitation. In accordance with the Regional Regulation of Malang City No. 9 on 2013, the Government of Malang especially Social Office is running programs from the Ministry of Social that is called as "DesakuMenanti". Itbuilts in the form of “kampungtopeng” as tourist destination. Here the beggars, homeless and street children are handled to reach better economic prosperity. Social Service is currently focusing on supervising the handling in “kampung topeng” as tourist destination. There are 40 head of households (KK) and also 153 people that are living there. It can be concluded that the implementation of the local regulation is still not maximized. It can be seen that there are still a lot of beggars, homeless and street children that can be found in Malang city due to the lack of human resources and infrastructure facilities in handling.
