  • This research explains the potential of oil pollution in Sulawesi Sea and Sulu Sea which raised concerns about the impacts that could damage the marine environment and harm the people's economy. To response the potential of oil pollution, Indonesia and the Philippines established international cooperation through memorandum of understanding (MoU) Sulawesi Sea Oil Spill Response Network 1981 and there was a preparation to face the oil pollution problem. This research uses international cooperation concept. International Cooperation concept has two important conditions which can explain the cooperation between Indonesia and Philippines in term of implementation of Regional Marpolex, both in the focal point communication and its mechanism. This research uses descriptive method, induction data analysis, and data collection through book, thesis, journal and field research by interview. The result of this research tells that the cooperation between Indonesia and Philippines in facing the potential of sea pollution, can be seen as ineffective cooperation which caused by its system, process and also technique in handling pollution is always similar and stagnant.
