- The aim of this study is to describe the management accountability of National Health Insurance (Jaminan Kesehatan Nasional) capitation fund at Technical Implementation Unit (UPT) of Puskesmas (Community Health Center) Paciran, District of Lamongan. This study is descriptive of which purpose is to explain certain phenomenon through a research, neither to connect nor to compare. The data were analyzed and then described. The result shows that the accountability of every mechanism in the management of JKN capitation fund from the distribution mechanism to supervision mechanism has been conducted responsibly. All mechanisms performed by UPT Puskesmas Paciran are in accordance with the applicable regulations; however, there are a number of inhibiting factors in the management of JKN capitation fund at UPT Puskesmas Paciran, such as lack of communication between Health Social Security System (BPJS Kesehatan) with the head of Puskesmas, the absence of monthly work plan and budget, lack of human resources, a number of divisions were unable to determine the needs properly and other divisions urged to be prioritized in the fulfillment of needs.
