- This research aims to assess the financial performance and nonfinancial Balai Besar Inseminasi Buatan Singosari Malang before and after the implementation of the Public Service Agency. This type of research is comparative using secondary data taken from financial statements. The results this study of financial performance assessment before the implementation of the General Services Agency performance scores tend to decrease and after the implementation of the Public Service Agency increased. Non-financial performance of the implementation services of the Public Service Agency of Singosari Malang can be deduced that three of the eight types of service implementation of the Public Service Agency Singosari Malang increased, including community services, cement quality testing services, and consulting services. Five other services have decreased after the implementation of the Public Service Board such as artificial insemination management services, research services, instructor services and contest judges, facilities and infrastructure services, and research services S2, S3.
