- Metrology problems are still quite prevalent in the community, especially fraud in the use of weighing tool. It makes the researcher interested to do a research about problematic that become obstacles by the Legal Metrology Unit Malang in the implementation of tera ulang and the efforts in handling the obstacle. The primary data get from the interviewees of Legal Metrology Unit and businessmen, then this research conducted by means of juridical sociological approach and the researcher found that the of Legal Metrology Unit in the implementation of tera ulang has many obstacles such as internal constraints that consist of human resources, budget, and standardization, then the internal constraints indirectly involved the existence of external constraints such as low attitude of businessmen on the legal awareness and the tools used by businessmen are not guaranteed of measuring. The efforts which is done by Legal Metrology Unit in dealing constraints included, the first is improving the quality of human resources with the skills training and do regularly certification, second is the budgets sharing with government, the third is doing the certification tool standardization, and the last conducted the counseling activities. However, the researcher concludes that the action is still not effective, especially in protecting consumers and the researcher expected that the Legal Metrology Unit can make improvement optimally on the internal that will impact on the external improvement.
