- Official certifier of temporary title deeds (PPAT) is government official who is appointed because of his position to carry out PPAT. For certain regions the formations of his official certifier of title deeds (PPAT) stated is still not enough, the Minister can appoint Sub-District Head as PPAT temporary as regulated in Article 5 paragraph (3) letter a of Government Regulation Number 24 of 2016 as the change of the Government Regulation No. 37 of 1998 on Regulation of Land Deed Officials. The appointment of the subdistrict head as an official certifier of title deeds (PPAT) temporary closely related to the existing PPAT formation in Malang regency. The current number of PPAT is no longer limited to a formation as stipulated in Article 14 of Government Regulation Number 24 of 2016 as the change of the Government Regulation No. 37 of 1998 on Regulation of Land Deed Officials. So this might open up opportunities for prospective PPAT. But the fact with the removal of the PPAT formation, make 33 Sub-District Head freely may be appointed as a PPAT temporary. In practice as a PPAT temporary, the Sub-District Head will often do the errors and omissions. Given the different backgrounds of the Sub-District Head to make a published deed often a mistake. So, the writer wants to review more deeply related terms and procedures in the appointment of Sub-District Head as PPAT temporary and the urgency of appointment of Sub-District Head as PPAT temporary in Malang Regency. The research method used by the writer namely, a sociological juridical form of research conducted on the real situation in society with the intent and purpose to find the facts that then lead to the identification and ultimately leading to the solution of the problem. The conclusion that can be made with implementing a fairly short appointment will affect the quality of the Sub-District Head's work as PPAT temporary. The appointment of the Sub-District Head as PPAT temporary in Malang regency still needed but limited to 20 districts which there is no PPAT, otherwise, the appointment is no longer needed for 13 Sub-Districts which already have PPAT.
