- The ups and downs of political participation in Malang in the general election is caused by various things. A prospective candidate wants to keep participating in the elections. Participation chooses to be one of the needs for sustainable democracy and the political system has no obstacles. In this case the KPU Malang City strategy to carry out various activities that invite and inform the public of the importance of participation in the election as well as to inform that the public has the rights and obligations in the implementation of the general election. This research uses descriptive qualitative research that describes the strategy in an effort to increase political participation of society by taking study in KPU of Malang City. Subjects in this study using purposive sampling method based on the purpose or purposes of researchers. Data collection was obtained through direct observation in the field and interviews with Sektariat, KPU Commissioner of Malang City, and Society. After the data collected, then analyzed by using analysis model Miles and Huberman Sugiyono through three stages, namely (1) data reduction summarize choosing the important things only; (2) Presentation of already summarized data is described to illustrate how KPU Malang's strategy analysis; (3) Conclusions drawing conclusions from the results of data analysis has been done. The results of this study indicate that the KPU Malang City strategy improves the Participation of Political Society Through: (1) Formation of Democratic Volunteers, (2) Improve Cooperation KPU with Organizations Related to Socialization. While the constraints or obstacles are, Budget Limitations, Short Reliable Socialization Implementation Time and Limitations of Human Resources. The success of electoral supervision is that when carried out in a timely manner, it takes place in a safe and orderly manner, as well as the role of all elements of society in its implementation directly, publicly, freely and secretly and honestly and fairly.
