- United States is leader country in Human Rights and democracy. In issue about violation of human rights and authoritarian government in Syria, in the beginning United States will intervention military Syria like in Libya and Iraq. But instead that plan suddenly been canceled. This research focuss to search the background of the cancellation United States military intervention to Syria. This type of research is Eksplanative. This research use foreign policy theory which is Adaptive Model of Foreign Policy. This theory explain that foreign policy is adaptation process between internal and external factor in a state. United States background cancel the intervention military in Syria civil war, because the external factor which is there are free rider state, the arms supplier country to Syria and involvement organization terrorism international in civil war. Then the internal factor is because congress not support that plan and United States public demand.
