- This study aims to analyze the performance comparison between PDAM of Batu City and PDAM of Malang by using Balanced Scorecard method. This is a descriptive study with qualitative approach. The data used, namely primary data and secondary data, were obtained through interviews and documentation. The technique of data analysis used was calculation on each perspective indicator as specified by BPPSPAM, and then analysis on the calculation of each indicator, and then the second performance comparison by PDAM was conducted. The findings showed that PDAM of Batu City had a healthy performance. Based on the financial perspective and service, it was included in good category while from the perspective of Human Resource and operations, it was included in good enoughcategory. PDAM of Malang Regency was included in health category. Based on financial perspective and service, it was included in good enough category. Meanwhile, from the perspective of operational and human resources, it was included in good category. The results of the comparison of PDAM showed that PDAM of Malang was more superior than PDAM of Batu City, supported by three perspectives, namely service perspective, operational perspective, and human resource perspective.
