- Based on what has been submitted by the National Land Agency of Malang Regency that the level of land registration in Pandanrejo Village Wagir District Malang Regency is still low, one of the reason is due to the implementation of land registration did not run maximally. The successfully of implementation of land registration can’t be separated from the active role of village communities, the role of village government, and also the role of the National Land Agency. Afterwards, this writing focused to did a research on how the effectiveness of the implementation of land registration in the Pandanrejo Village Wagir District Malang Regency. To find out the effectiveness of land registration in that village, the author used Legal System theory by Lawrence M. Friedman which is consist of, Legal Substance, Legal Structure, and Legal Culture. The investigation also conducted to the villagers related to the reasons of the community within registering and not registering the land, and how the role that has been done or the role that should be done by the Government of Pandanrejo Village, Wagir District, Malang Regency and the National Land Agency of Malang Regency to increase the number of registration of land in that village.Investigation with the approach of sociological juridical and primary datas with interviews obtained from the village community, Village Secretary and the National Land Agency Malang Regency, then analyzed by qualitative descriptive technique and the author found the results conclusion, that is the effectiveness of land registration in the PandanrejoVillage Wagir District Malang Regency influenced by the expensive land registration fees and a lack of public awareness of the importance of the land certificate. The suggestion given by authors is the village government should improve the efforts for generate others innovations or ideas to encourage the village community to register their land, and the advicefor the government is we expect to the government to make improvement and renewal related to the land registration policy which is in the future can provide easiness to the community especially related to the land registration fees, and also for village community is expected to be able to play the active role and support all the programs provided by the government.
