- Every household food industry that is circulated in the community must have PIRT distribution license as regulated in Government Regulation Number 28 Year 2004 dan Regulation of the Head of BPOM Number 12 Year 2016. However, until now there are still many outstanding household food industries that do not have a distribution license. Therefore, this study discusses two things, namely related to law enforcement conducted by the Health Office of Malang to the circulation of food products without PIRT permit and the factors that become obstacles for the Health Office of Malang City in conducting supervision and law enforcement of household food products without PIRT. The writing method is to use the type of sociological juridical research (sociological legal research), using data collection techniques through interviews, documentation studies, and literature studies The results showed that law enforcement conducted a number by the Health Department of Malang is still not maximized. Adapaun problems include the supervision made by the City Health Office of Malang is limited to products that already have circulation permit. Meanwhile, for those who do not have a distribution license does not have the authority to conduct supervision, other than that the Health Department also can not directly conduct seizure of products that violate the provisions of the household food distribution permit. The factors that inhibit the outline include the legal awareness is still weak, facilities and infrastructure, as well as funding support less than the maximum.
