- This research is based on the number of actors of UMKM in Tulungagung Regency who experienced problems in improving the quality of UMKM products. To overcome these problems, mentoring is one effective program to overcome the problems faced. So the need of government role in overcoming the problem through PLUT-KUMKM to answer the need for coordination, synchronization, and acceleration role of empowerment of UMKM. The focus of this study is directed to the implementation of the strategy undertaken by PLUT-KUMKM in improving the quality of UMKM products in Tulungagung Regency, as well as identifying the constraints and efforts undertaken. This research uses descriptive qualitative method. The data used in this research is primary and secondary data, this data obtained by researcher through interview, observation, and documentation. From the results of this study found that (1) Strategies undertaken by Dinas Koperasi in improving SMEs through SMEs in Tulungagung District through consultancy services 5 areas: institutional field, human resources field, production, finance, marketing, and training and coaching. The obstacles faced by PLUT-KUMKM in addressing the problems of UMKM actors are: a) internal constraints include lack of experience of PLUT-KUMKM management in accordance with its function, not understanding certain licensing procedures, lack of budget support for program development, not yet maximal role of financing recommendation by PLUT- KUMKM, b) external obstacles include not knowing the business license, limited worker and high expertise, limited product quality improvement, limited distribution and procurement of raw materials, limited working capital, difficulties in marketing. Efforts made by PLUT-KUMKM in overcoming: a) internal constraints by involving PLUT-KUMKM managers in the capacity building of human resources, socializing, seeking information from related sources to understand business licensing process, partnering with banks and non-banks to get support budget, synergy with financial institutions, b) external constraints that help in managing business licenses, coaching through training, improving product quality by mentoring UMKM actors, helping to formulate business plan and become a bridge between MSME and bank actors, providing information market access and exhibition.
