- Post 1989 United States (U.S) becomes great power in international politics. Almost four decades U.S presents and maintains its hagemony in Asia-Pacific. However, in 2008 Obama began to change his policy in this region. In 2011 U.S issued a pivot to Asia policy by moving 60 percent of its power to the Asia-Pacific. This is done to deal with the dynamics and challenges of the Anti Access and Area Denial (A2/AD) adopted by China since Deng Xiaoping came to power in the 1980s. It becomes interesting to study because A2/AD is a modern technology that became the foundation of China to face the war in the future. For that reason, the researcher want to see why U.S issued a pivot policy to Asia after China implemented A2/AD military strategy. This study aims to determine the reason U.S issued Pivot to Asia policy post China implement A2/AD military strategy. This research is in the form of explanative by using the method of deduction and also the theory of balance of power. The results of this study U.S issued a policy pivot to Asia due to threats caused by A2/AD. First through A2/AD China has the potential to be a great power in Asia-Pacific. Second is the use of ballistic missiles supported by command, control, communications, computers, surveillance and reconnaissance (C4ISR) capable of targeting U.S military facilities in Asia-Pacific. Third is the threat of anti-satellite weapons test (ASAT) that is capable of blinding and destroying U.S. satellites. U.S responds by improving alliance relations and increasing military capability.
