- In Act Number 12 of 1995 on Penitentiary, the inmate guidance individual pattern is contained in Article 12 which requires that inmates' guidance should be classified on age, sex, length of imposed penalty, and type of crime. However, in its implementation, guidance based on individual pattern cannot be implemented maximally by Class I Correctional Institution of Malang, due to the Correctional Institution which has over capacity. The purpose of this research is to know and analyze the implementation of guidance based on individual pattern as desired in Article 12 of Act Number 12 Year 1995 about Penitentiary, as well as to know and analyze the obstacle factor(s), also supporting the implementation of coaching. To examine these matters, research was conducted in the form of descriptive qualitative with sociological juridical approach. The research location is Class I Correctional Institution of Malang. The results showed the implementation of guidance to inmates with individual pattern as regulated in Article 12 of Law Number 12 Year 1995 concerning Penitentiary, has not been able to be implemented maximally. It is because to the Correctional Institution exceeding capacity, lack of facilities and infrastructure, and lack of human resources. In the future, it is necessary to develop cooperation between Penitentiary Institution with the private sector in the case of increasing the development and procurement of infrastructures, coaching program in accordance with the needs of the prisoners, increasing the quantity and quality of the officers.
