  • School has an important role as organizational container of learning. There are many assumptions about the school literacy movement (GLS) which does not fully in help to enhance the literacy culture of students. This is also due to the availability of different facility and infrastructure in each school. However, this can be realized if the learning activity in school has already supported for the formation of student who has a broad insight, one of them by cultivating literacy activity in school. At SD Negeri Ngenep 05 K arangploso district Malang regency has applied School Literacy Movement. The aim of this study is to describe the implementation, obstacle, and effort in the implementation of the school Literacy Movement (GLS). This study uses qualitative descriptive research. Data sources are taken from interview, observation, and documentation. Research instruments of this study are interview sheets, observation sheets, and documentation. Research procedures are planning stage, implementation stage, and final stage. Data analysis are data reduction, data presentation, and conclusion. School Literacy Movement (GLS) At SD Negeri Ngenep 05 K arangploso district Malang regency is implemented in three stages. Those are habituation stage, development stage, and learning stage in high grade (4 and 5).In habituation stage for 4th and 5th grade is implemented reading activity about fifteen minutes before the learning is started. In development stage, 4th grade is associated the reading with personal experience of learners, while for 5th grade are reading independently and do retell. Learning stage in 4th grade, the learners are the students do summarize the story and written on reading journal. In 5th grade is used enrichment book and subject. In this implementation, in one hand, there are several obstacles faced up among others: lack of non-learning book and library room. But in the other hand, the effort to overcome the obstacle School Literacy Movement renovates the library room to be extensive and new books. The suggestion is needed for additional staff especially in library management so that the technical requirement is not done by the classroom teacher. In addition, in school is needed for an interesting program so that the students do not get fed up in School Literacy Movement. Hopefully in the next research can examine the low grade at the stage of habituation.
