- Certificate of Completion is the letter proof of rights that consists of a copy of the book of the land and the letter measuring cup, given the album, quality submissions may be one of which forms specified by the Minister of agrarian Country/Head of National Land Agency occurs as the vindication of the strong. In the publication of completion often happens land disputes resulting prior one of the completion of land rights such as that found in the case of the Decision of the Administrative Court No.119/G/2008/PTUN.SBY. Now the case of the dispute over the validity of the certificate of completion of the parties and is the object of this research is a case related to the rising of the double completion checked and tried in the High Court in State Surabaya namely between the Plaintiff (SHM on behalf Supriyono with Defendants (Land Office City of Malang) and second Defendant Intervention (SHM on behalf of Achmad Zaky) as listed in the decision of the High Court in State Surabaya No. 119/G/2008/PTUN.SBY. With the situation, encourage the writer to knowthe Justices considerations in deciding the Case No.119/G/2008/PTUN.SBY regarding the cancellation of the Decision in state of double completion and to know the Decision of the Administrative Court No.119/G/2008/PTUN.SBY has meet the aspects of justice and legal certainty. This research uses nomative juridical approach, with the way we examine and examine a the regulation and competence to be used as the basis in doing pemecahanan problem. From the results of research can be known that in this case the Panel of Judges decided that SHM Number 3129, Measuring letter number : 01066/Tulusrejo/2006, published on 26 April 2006, a.n. Mrs. Revelation Pinasthi, wide 183M2, located in Kelurahan Tulusrejo Lowokwaru Sub-Malang city and SHM 3130 Number, Measuring Letter No. :01067/Tulusrejo/2006, published on 26 April 2006, a.n. Achmad Zaky, wide 181M2, located in Kelurahan Tulusrejo Lowokwaru Sub-City of Malang, stated to cancel the decision in State published by the defendants according to the decision of Jurisdiction No. 119/G/2008/PTUN.SBY.
