- For guarantee the legal certainly protection for the land right holder, society have to register the land. The land registration will be marked with the owership certificate that issued by Agrarian Ministry and Spatial Planning/National Land Agency in the land certificate registrati, there is a problem like land dispute that can make a certificate be disabled, example : Fake certificate, double certificate, etc. That can be harm for society and goverment. This reasearch aim to show the land registration procedure in Sidoarjo, and for registration and certainly the land. This research use yuridis sosiologis, method with secundary and primary data. This data collected with observation, interview, literature review, internet and documentation review. The result is in the registration and certainly land procedure of Sidoarjo National land agency, there are administration problems like duble certificate. This problem cause by Internal and external factor that the solution is mediasi and in the court.
