- Background of this research was the lack of learning media based thematic in IV grade SDN (Public Elementary School) Prambon 1 Trenggalek. Media that used previously was learning process of index card match. As with the result of needs analysis, it needed thematic media that used in thematic learning in order to make it run effectively. This research was aimed to develop learning product of index card match media to the thematic learning of environ IV Grade in Elementary School Prambon 1 Trenggalek. This research and development used research and development model of Borg & Gall which modified by Sugiyono. This model consists of 10 development steps, potential and problem, data collection, product design, design validation, design improvement, product test, product revision, application test, final product revision, and mass production. This research was stopped in the eighth step, which was the step of application test. Research result in the step of learning media expert validation showed that learning media design of index card match showed the percentage 87,69% with very valid criteria. The result that obtained from material expert showed valid criteria with percentage 85%, whereas the result that obtained from thematic learning expert of Elementary School showed valid criteria with the percentage for 95%.The result of product test to the small group that consisted of 14 students in the IV Grade SDN Prambon 1 Trenggalek showed very valid criteria with positive response percentage for 89,28%. The result of large group test to the 28 students of IV Grade SDN Prambon 1 Trenggalek showed very valid criteria with the percentage for 93,21%. Based on the result above, it could be concluded that index card match media in thematic learning could be made as learning media to the thematic for IV Grade Elementary School.
