- Guidance of inmate is a system. As a system, guidance of inmate has several components that work together to achieve a goal. In essence, Correctional Institution aims to educate, develope, and guide the inmates, also improve the mindset and behavior as well as the mental of every inmates that currently serving a sentence. The rampant theft cases that being handled by Correctional Institution, as well as the pattern of guidance to inmates recidivist of criminal acts of theft also become author's concern in this research. This research was conducted at Correctional Institution Class II B Lumajang. The research method used is research with juridical empirical approach in the sense of Law Number 12 Year 1995 about Correctional and studying data obtained from interviews, data collection from Correctional Institution Class II B Lumajang. Objectives to be achieved by the authors in this research is to find out and analyze how the effectiveness of guidance patterns of inmate based on correctional principles in Correctional Institution and factors that can hinder the process of guidance of inmates to become a recidivist. In practice, Correctional Institution Class II B Lumajang encountered many obstacles, especially the problem of overcapacity. Insufficient guidance management system, the weakness of oversight and surveillance systems and the absence of job guarantee after the inmates are free also making the effectiveness of guidance uncontrollably and affecting the high number of recidivists.
