- Law enforcement of narcotics crimes, has been widely practiced by law enforcement officers and has received many judges' rulings. This law enforcement is expected to be a deterrent against the increase of illicit trafficking and the distribution of narcotics and the prevention of recidivism in the criminal. The formulation of the problem in this research is, split to 2 (two) that is, (1) What is the cause of the occurrence of repetition (recidivist) in the crime of narcotics abuse in Class IA Lowokwaru Malang, (2) What efforts are made by Class IA Lowokwaru Malang to minimize the occurrence of repetition (recidivist) criminal acts of Narcotics misuse In this research using sociological juridical approach method. The data used in this research are primary and secondary data. The author uses a qualitative description analysis that describes or outlines the results of the research into an in-depth article on the issues studied. From the research results, it can be concluded that the factor of recurrence (recidivism) in the criminal act of narcotics abuse are: Economic condition, association / environment, easiness in obtaining narcotics, legal factor, ie the lightness of criminal sanction which does not cause deterrent effect. Efforts made by Penal Institutions to minimize the occurrence of recidivists include two coaching processes namely, internally (inside the Penitentiary) and externally (outside the Penal Institution).
