  • The development of flats can provide the needs of a simple but decent, clean, healthy, neat and beautiful residence for the community automatically and will also improve the quality of life of the people who inhabit it. But in the implementation there are various problems in terms of law. The research method used in legal research using juridical sociological approach. But this needs to be done because the last option that empties the dwelling will add new problems, better still in the context of occupants and managers.
