  • The Transportation of Train at economi local had service passengers without seat. the purpose of this research is to know the determining of system from local railway economy rates and passenger rights which stands in view of the principle by equilibrium and the justice principle of Law Number 23 Year 2007 on Railway. This research uses sociological juridical method. The results of this study found that the determination of local economic tariffs is the tariff that set by the government coincide with PT. Kereta Api Indonesia which is concerned with the principles in the Railway Law such as the principle of balance and fairness principle. Economic tariff is the government subsidized tariff through Public Service Obligation tariff. On local economic trains such as railway dhoho-the tariff for passengers whose standing or not standing is just same. Passengers while traveling by standing felt that the sense of comfort and security is unfair and unbalanced eventhought in fact PT. Kereta Api Indonesia (Persero) has been doing the best service as possible of Railway customers in fulfilling the transportation needs.
