- Education is an important aspect in the development of a nation. almost every country puts educational development a priority among other developments. Education is a right for every Indonesian citizen and a duty to the state. Government Regulation Number 47 Year 2008 Concerning Compulsory Education, Central Government and Local Government have guaranteed the implementation of the Nine Year Compulsory Education Program. One of the areas that run the Nine Year Compulsory Education is the city of Malang as a city of education. Although clearly stated that the minimum education that must be dieted by every citizen is nine years, but in fact there are still many children drop out in Malang. The background of this research is that although the Government of Malang City has made a policy to overcome drop out children, but in reality there are still children drop out in Malang. This research uses qualitative research due to the data obtained later in the form of words and writing, to know and understand a phenomenon in detail, depth, and thorough. The result of this research is that the cause of the school drop out in Malang is caused by the problem of economic factor, environmental factor, and the lack of care of the student's parents / the less harmonious family condition, and the distance of the residence and the school far enough. Policies made by Malang City Government are: 1) Provision of Free School, 2) Provision of Free School Bus, 3) Provision of BOSDA. From the implementation of policies that have been made, there are some policies are running well. Obstacles do not have data pure dropout children, there is a deviation of funds made by the school, so that children drop out in Malang still exist .
