- Achieving as much support as possible in the legislative elections is the hope of all political parties. In the 2009 legislative elections, the National Mandate Party (PAN) of Tarakan City received 6,404 votes, and received only 3 seats in the DPRD, or just 8% of the 78,472 total voters in Tarakan City. Based on these results, PAN of Tarakan City seeks to evaluate their strategy, which is implemented in 2012-2014 (pre legislative elections) that evaluate can increase total vote result to 14,652 and get 4 seat allocations in DPRD in 2014, and also make PAN a winning party in Tarakan City. The used research method was descriptive, to know and describe the strategies used by PAN. Resource people in study amounted to 10 people. Data collection was obtained by interviews by the resource people. The results showed that, PAN of Tarakan City using strategy level to upgrade the strategy, where the strategy is divided into 4 levels. Those are enterprise strategy, corporate strategy, business strategy, functional strategy. 1) Enterprise strategy, general strategy based on the needs and demands of society. 2) Corporate strategy, related to the vision and mission of the organization. 3) Business Strategy, is a description of the steps how to seize the voice of the community. 4) Functional Strategy, is a support strategy. The conclusion of this research, PAN of Tarakan City is able to increase the vote acquisition on legislative election period of 2014 Tarakan City and become the winning party for applying the strategies described in several level.
