  • This research aims to explain the related of inter-sectoral collaboration in the development of tea plantation of Sirah Kencong and what are the obstacle factors in inter-sectoral collaboration in the development of tea plantation of Sirah Kencong Blitar Regency. This reseach usus collaborative goverment’s concept which states how importance of building collaboration and cooperation between the public and private sectors in order to provide the public services for the community. The research method that used in this research is descriptive qualitative research method that attempts to describe and explain the focus or object of the research. The primary data source that used is the results of interviews, while secondary data sources that used are documents from the government, images / photos, journals, and books that related to the focus of the research. The location of this research was conducted at PTPN XII, PUBP Office of Blitar Regency, and Bappeda of Blitar Regency. The data collection was done through out interview, observation, and documentation. The results of this study indicate that the inter-sectoral collaboration collaboration in the development of tea plantation of Sirah Kencong plantation involves 3 actors, those are the private sector, government, and local community. PTPN XII is the private sector as the owner of Sirah Kencong tea plantation. The government is represented by the Bappeda of Blitar Regency that has a role in planning of the tourism development and the PUBP Office has a role in providing of the infrastructure to tea plantation areas, and the communities involved in the management of store or pujasera around the tea plantations. However, in the conducting the research, the researcher found several factors that obstruct the collaboration practices such as lack of transportation accessibility and lack of synergy between all the sectors that involved. Based on the research results, the researchers concluded that inter-sectoral collaboration in the development of tea plantation of Sirah Kencong plantation does not be materialized maximally, because the lack of synergy between all sectors. The collaboration is done partially by each sectors. In addition, this collaboration shows low participation of the local community. The community is only involved in managing food stalls or pujasera. The role of the community should be enhanced by accommodating the community to establish UMKM that are able to empower the local community's economy.
