- Character education program is one of the government's steps in developing the character of learners in school that is Strengthening Character Education. Strengthening Character Education is a movement that is under the responsibility of educational units in strengthening the character of learners with the involvement of educational unit or school, family, and society. Strengthening character education based on school culture is one of the implementation of the movement of strengthening character education with a focus on habituation integrated in activities at school. Lately there is often a problem because of lack of monitoring from the school, parents, and the community led to fights between students. So it is necessary to analyze the program strengthening character education through school culture. The purpose of this research is to know: (1) implementation of strengthening of character education based on school culture at SDN Temas 01 Batu, (2) supporting factor in implementation of strengthening character education based on school culture at SDN Temas 01 Batu, (3) inhibiting factor in implementation of educational strengthening character-based school culture at SDN Temas 01 Batu. This research method with descriptive research approach and type of qualitative research. The results of the study are described in the form of words not numbers. Sources of data in research is the principal, the person in charge of strengthening character education, teachers, students, and parents. Data were obtained through interview technique, observation, and documentation. Data analysis used in this research is Miles and Huberman model analysis. The results showed that: (1) implementation through daily habituation activities. Ceremony activities with officers ranging from grade 4 to grade 6, the value formed is the value Nationalist. Literacy is a reading activity before going to class. The value formed is the value of Mandiri and Integrity. Activities gymnastics morning, gymnastics is given a happy gymnastics and gymnastics maumere. The value formed is the value of Mandiri. Activities sedinten budhaya Jawi, activities using traditional clothing Java and using the Java language. The value formed is the value of Nationalist and Integrity. Jum'at clean and read Asmaul Husna, the value formed is Gotong Royong and Religious. Extracurricular mandatory and choice, values established by Mandiri and Integritas, (2) factors supporting teacher performance, enthusiastic students, and support from parents and facilities and infrastructure, (3) inhibiting factors lack of time owned by teachers in mentoring students, there are students who do not follow any of the activities given by the school, some parents are inactive in the community, and lack of control in facilities and infrastructure.
