  • This research is based on the needs analysis in October 2017. This research is based on the lack of learning media and most of the teachers in SDN 01 Pamotan who use less learning media in the learning process, using only learning resource book. Especially in the fourth grade learning process at SDN 01 Pamotan, the fourth grade teacher is still oriented to the subjects media as well as the lack of media avability and utilization of thematic media for elementary school. Thus, it takes thematic learning media tailored to the conditions in the classroom. This study aims to (1) describe the effectiveness, (2) to produce product in the form of media PAPEDA (Papan Peta Budaya Indonesia) pada pembelajaran tematik sub tema indahnya keragaman budaya negeriku di kelas IV SD. This research uses the type of research and development or Reseacrh and Development (R & D). This study was conducted on March 26 to March 29, 2018 by using data collection techniques such as interviews, observation, documentation and questionnaires. Data analysis used is according to Miles and Huberman by collecting data, reducing data, presenting data, drawing conclusion, and according to Rensis Likert by using Likert Scale in validity of expert questionnaire and validity of student response. The results showed the development of media PAPEDA (Papan Peta Budaya Indonesia) by using the model stage of ADDIE, the media has met very reasonable category according to the expert of material of average rating 3,75 with percentage 93,75%. Media PAPEDA has met the category very feasible according to media expert assessment average 3,81 with a percentage of 95,25%. PAPEDA media have met the very feasible category according to the result of field trial of average rating 0,986 with percentage 98,8%. This research is suggested that the media in use in the process of thematic learning as well as on the next researcher is expected to develop learning media for creative and innovative elementary school.
