- Based on the observations at school in grade 1, the ability to read and write the beginning of students is low enough so that the need for efforts to improve the ability to read and write the beginning through the medium of learning oral panca (board reading and writing beginning).This research aims to know: (1) Development of Panca Lisan media (Reading Boards and Beginning Writing), and (2) Panca Lisan Media Appearance (Reading Board and Beginning Writing). This research uses development research and development model that is ADDIE (Analyza, Design, Development, Implementation, Evaluation). The subjects of this study are 1st grade students of MI Al Istiqomah, Lamongan District. This study was conducted on the even semester of the academic year 2017/2018. The results showed: (1) Development of Panca Lisan Media through the stage of validation by material experts and media experts stated that the media has very feasible criteria, very valid, without the need to be revised. The percentage of feasibility of learning media by oral learners is 90% with very valid criteria, and by learning media experts is 92% with very valid criteria. (2) The result of the student's response to the learning media is shown by the result of respondent's questionnaire percentage obtained by 94% with very good criteria, and the evaluation result get the average value 94.
