- In accordance with the target of bureaucratic reforms on improving the quality of public services, a variety of efforts that have been achieved by the Government of Situbondo can be described as follows: 1. The provision of free education to the population up to the high school level; 2. The Government Situbondo have also implemented the Regional Health Insurance system (Jamkesda) for residents who have ID cards Situbondo. However, regarding the improvement of quality services, the problems are still faced by thre government such as: 1. The poor quality of health service that is led to high public complaints; 2. Public Services in Situbondo are also seen as a long time and complicated procedures; 3. In terms of education services, the quantity and quality of teachers are also far from the minimun standarts. Therefore, The purpose of the Road Map Bureaucracy reform in Situbondo Government is to provide direction on the changes for achieving the target of bureaucratic reform, namely: creating a clean bureaucracy, free of corruption, improve the quality of public services and improve the capacity and accoutability performance
