- This research is aimed to analyze the legal form of Cairo Declaration about Human Rights in Islam and the influence of Organisation of Islamic Cooperation (OIC) members interest in the legal form itself. In this research, researcher will use Legalization Theory and Rational Choice theory to achieve those aims. Finally, this research find the fact that the legal form of Kairo Declaration about Human Rights in Islam is soft law. The reason OIC’s members make the declaration in soft law because they want to make it appropriate with the Islamic law which is majority became the positive law in many of OIC’s members.
