- Satuan Polisi Pamong Praja (Satpol PP) has competence to do regional rule maintenance, including arrangement of street trader who caused disturbance since their existence disturbed traffic and caused the city seemed dirty. Statement of problems in this research were: (1) how was the application of Satpol PP obligation to Regional rule No.09 / 2002 about arrangement of street trader? (2) what kind of obstacles faced by Satpol PP in applying their obligation of regional rule No.9 / 2002 about arrangement of street trader? (3) what efforts done by Satpol PP in overcoming the regional rule No.9 / 2002 about arrangement of street trader in Pasuruan city? The writer here has interest to discuss about how Satpol PP tried to maintain regional rule No.9 / 2002 about arrangement of street trader. In this research, the writer used socio-juridical approach. The research was done in Satpol PP of Pasuruan City with data source consisted of interview and documentation. For data processing, the writer used descriptive qualitative analysis. In the research done, the writer found phenomena that street trader has tendency to trade in prohibited region, since the region gave huge profit for street trader. It happened many times so that it inhibited Satpol PP who applied regional rule No.9 / 2002 which prohibited them to trade in certain region. From the research, the efforts in maintaining Regional Rule No.9 / 2002 about street trader. Writer here suggested the government to do socialization to their rule and tried many approach in its application. For the society, there should be more supports to do street traders tackling efforts. Keywords: Satpol PP, regional law maintenance, street trader
