- Investment plan couldn’t be separated from developed organization. In order to fulfill the increasing consumer demand, since 1994, PT Hanjaya Mandala Sampoerna did investment to make the production capacity larger by opening new programs, it was Cigarette Production Partnership (Mitra Produksi Sigaret – MPS) to produce hand-roll cigarette (Sigaret Kretek Tangan – SKT) which only existed in Java. According to that thing, many medium business-organization (UKM), Village Unit Cooperation (KUD), and Boarding-Islamic School (pesantren) would like to join Sampoerna to build new Cigarette Production Partnership (Mitra Produksi Sigaret – MPS). That’s why they need to evaluate the existing Cigarette Production Partnership (Mitra Produksi Sigaret – MPS), one of them KUD Sumber Makmur at Ngantang – Malang. This research aimed to describe the condition needed in Cigarette Production Partnership (Mitra Produksi Sigaret – MPS) built, PT.HM. Sampoerna describe the effort and policy of KUD Sumber Makmur in fulfilling the condition and evaluate the feasibility of Cigarette Production Partnership (Mitra Produksi Sigaret – MPS) by PT. HM. Sampoerna Analysis method used in deciding the feasibility of investment plan to built new Cigarette Production Partnership (Mitra Produksi Sigaret – MPS), which were technique aspect analysis and production, financial aspect, organization analysis aspect, and management, and environmental aspect. Condition should be fulfilled by Cigarette Production Partnership (Mitra Produksi Sigaret – MPS) candidates were small-unit entrepreneur, cooperation, and pesantren. Beside, Cigarette Production Partnership (Mitra Produksi Sigaret – MPS) manufacture location should be in Java, could be passed through by truck, enough area and located in low economic area. The most important condition was the capital needed was 2 billion rupiahs. The condition given by Sampoerna could be fulfilled by KUD Sumber Makmur. What they weren’t fulfilled was the location area still out of standard. KUD Sumber Makmur tried to fulfilled the condition by rent the land around the location. Lack of capital could be fulfilled by Bank’s loan. After analyzing above aspect and in order to fulfill the condition needed to built Cigarette Production Partnership (Mitra Produksi Sigaret – MPS), it could be suitable and acceptable
