- Forest as one of the major capitals in national development has a real use for life and livelihood of Indonesian people, both in ecological, social-cultural and economical uses. Therefore, forest must be managed, protected, and used continuously for Indonesian people welfare. Yet, the present reality shows that forests condition in Indonesia includes Panderman Forest in Batu City, generally experience bad enough damage. Illegal logging, forest product plundering, forest burn and wrong management are causal factors of forest damage. So that, it concretely need effective effort and alternative solution to realize the continued and faired forest developmental. The purpose of this research is to know and to describe about the cooperation between Batu Government and local resident in managing Panderman forest and also its constraint in conduct cooperation. This research is descriptive research by using qualitative approach. Type of data in this research includes primary and secondary data, which are obtained by using data collecting technique of interview, observation and literature study. While, its data analysis technique is descriptive-qualitative research. Panderman forest management actualized during this time by Forestry Department of Batu City is still not creating the continued and faired forest development yet. It is proved by the frequent events happen such as, illegal logging, forest burn and the minimum participation of stakeholder especially local resident. So that, it concretely need effective effort and alternative solution to realize the continued and faired forest developmental. One of the efforts to realize it is through cooperation implementation between regional government and its local residents in managing Panderman forest. The forms of the cooperation between Batu Government and local residents in managing Panderman forest are some activities in protection, security, utilization, and law maintenance fields in Panderman forest area, and also activity in educating people around Panderman forest area. Those efforts are deal with some constraints. They are the minimum fund to manage, the minimum participation of stakeholder and law maintain apparatus, and there is no explicit law concerning to cooperation implementation. It is expected that it is formulated immediately the explicit and clear regulation, which can be used as central orientation arena, in implementing forestry cooperation between Batu Government and local residents, and also keep try to maintaining law of forestry field by punishing parties that exploit forest in irresponsible way.
