- This is study object hits building opinion alongside river border based on PERDA regency Pamekasan and law enforcement that is done by local government if happen infringement. Method that is used in this is watchfulness juridical method sosiologis that is is has approached that is study empirically interrelationship between law and phenomenon social other. this is method us will use because first discussion object very related to law juridically and lear several regulations. While the important watchfulness sosialogis to try to detect river border condition and the allotment with how law enforsement that is done for permanent watch over river border preservation. From several regulations related to river border, regulate clearly and details about border lino stipulating, function, management and supervision towards river border. but in PERDA RTRW regency Pamekasan the mentioned is musical note regulated with details axis superior rule. in PERDA especially section 5 font b only mention about ”plane area stabilization protection”. Explanation more elaborate about configuration space for regency Pamekasan included in regency area planology plan Pamekasan year 2001-2011 and city planology general plan evaluation Pamekasan year 2003-2013 that is composed and made by region development planning body (BAPEDDA). While that rule is regulate about river border, regency Pamekasan still to use number public works minister regulation 63 year 1993 about border lino and river, river benefit region, river mastery region and former river. Because regulation assumed enough represent waters condition especially river at regency Pamekasan. River border condition found at regency Pamekasan especially found at capital of regency that is is time river border area Semajit, the condition very concerning. this is matter is caused because alongside time river border Semajit a lot used to establish building by people around, even found 1 points at river border that is used tradisional axis market temporari by citizen. Citizen deed rather than is musical note given action or punishment by regency government Pamekasan. Because at regency Pamekasan found PERDA that is regulate according to specific about building publisher that is is in PERDA regency Pamekasan no. 16 year 2004 about building publisher above waters. in PERDA regulated whoever that is establish building musical note the hook with waters function preservation, so given warning axis much axis 3 times so that is as soon as it destroy the building that is founded.
